(Job #14-08) University Budget Analyst, Administrative Analyst/Specialist I, Non-Exempt (AA/S I NE) $3,288 - $5,263/month. Appointments are typically made at the beginning of the salary range. This is a full-time, benefited, probationary, 12-month position in the University Budget Office.

Position Summary: This position is responsible for performing a variety of day-to-day administrative and technical duties of moderate complexity requiring knowledge of methods and procedures in support of the University Budget Office (UBO). Administrative and analytical work will relate primarily to day-to-day operations and procedures. Assignments will require the use of independent judgment to make decisions, interpret and apply a wide range of policies and procedures, related to the ongoing operations of the UBO.

Duties: Duties include, but are not limited to, the following: preparation and posting of budget journals to the general ledger; monitoring and reconciling revenues and expenses for conformance to the yearly budget plan; performing detailed research and trend analysis; compiling monthly and quarterly reports; analysis, preparation, testing and processing of transactions using the PeopleSoft Common Financial System (CFS) and any other adopted budgeting systems; and training on the use of financial reports.

Research and answer questions; provide information and help to staff, including new staff, on day-to-day budgeting processes; use of the various information systems, and general orientation; analyze, document and apply a wide variety of policies and procedures related to the University Budget including preparation and posting of business process guides for use in the UBO and/or by campus end users.

Maintain UBO day-to-day operations: answer phone calls, distribute and reply to mail, email and Nolij or other workflow system requests; preparation and distribution of agendas and meeting minutes for groups and committees administered or supported by the UBO; update and maintain the UBO website, Google groups, meeting calendars, and other budget related communications.

Minimum Qualifications: Education & Experience: Bachelor’s degree (Accounting, Business Administration, Information Technology, or other closely related field) or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative polices, procedures, practices, or programs. Two years of experience in a budget or accounting role at a large/complex organization performing duties and handling responsibilities at a level commensurate with this position is preferred.

Knowledge, Skills and Abilities: Working knowledge of the principles and practices of governmental budgeting, accounting and public finance. Comprehensive knowledge of or ability to learn quickly the financial structure, procedures and organization of the CSU and CSU Humboldt. Comprehensive knowledge of or ability to learn quickly CSU Humboldt budget, budget development, budget administration, funding policies, and CSU system and CSU Humboldt administrative requirements and policies. Possess the ability to analyze data and draw logical conclusions, using tools such as spreadsheets and reporting systems. Ability to work in a high pressure environment and meet established deadlines. Must have a positive attitude, personal integrity, trustworthiness and a willingness to collaboratively complete tasks. Possess the ability to establish and maintain working relationships and communicate effectively, both written and orally, with staff, students, and faculty from diverse backgrounds.

Preferred Qualifications: Budget or financial experience at a university, or public agency; general understanding of State of California and California State University budgeting practices; accuracy and proficiency in the use of Microsoft Access, Excel, and Word; and web development software. Familiarity with Oracle/PeopleSoft administrative systems, OBIEE and other enterprise systems is a plus.
