The system director for academic programs manages a broad academic area in response to legislation, policy, college and university needs, the system strategic plan, and direction from the Associate Vice Chancellor for Academic Affairs. Attentive to campus’ interests and Minnesota’s workforce needs, the incumbent:

1. Leads the academic programs unit;
2. Decides and directs unit initiatives to improve system academic program policies and business practices;
3. Oversees, for academic programs, services to campuses and administers systemwide policy to
• facilitate college/university and regional program decisions,
• guide alignment of programs to Minnesota’s needs,
• decide disposition of program approval applications,
• assure compliance;
4. Manages program and related data to assure its accuracy and responsiveness to information needs;
5. Represents the system to a variety of constituent groups.

Minimum Qualifications:
• This position requires graduate level education and extensive professional experience in educational leadership. Because the position carries responsibilities for a full range of educational programs, experience and education must be general and broad rather than limited to a specific occupational specialty.
• Master’s degree in a relevant area.
• Teaching and curriculum development experience at two- or four-year institutions of higher education.
• Experience in post-secondary education administration that includes responsibilities for academic programs.

Preferred Qualifications:
• Doctoral degree in a related area.
• Knowledge of Minnesota public higher education academic issues, programs, program design, and policies.
• Knowledge of academic and career and technical education issues, practices, and concerns.
• Management skills and an ability to communicate (both orally and in writing).
• Ability to evaluate on-going educational programs and make judgments for program design, structure and improvement.
• Human relations and interpersonal skills necessary to work and deal effectively with people individually, in small groups and in large meetings in all phases of the job.
• Organizational decision making, time management and advanced planning skills.
• Leadership skills necessary to coordinate and give direction to programs, projects, teams and committees to enable the conceptualization of alternatives and to provide direction to program development, operation, and evaluation.
• Skills in conflict resolution to identify issues, meet with college and university and agency staff, and resolve issues.
• Knowledge of labor market information, including industry and occupational classification systems.
• Knowledge of program and institution accreditation.
• Knowledge of quality and productivity concepts.
• Knowledge of the Federal Carl D. Perkins Act.
• Knowledge of Minnesota statutes related to higher education.
• Ability to conceptualize and design new processes.
